On April 30, Sam Altman posted that GPT-5.5 Cyber would “begin rolling out in the next few days” to a restricted list of cyber defenders. The May 1–3 follow-up coverage filled in the details: access is gated through the Trusted Access for Cyber (TAC) program, a tiered vetting framework that allows approved organizations to run a variant of GPT-5.5 with reduced refusal behavior on dual-use cyber tasks.
The explicit scope of what TAC-approved accounts can do that standard GPT-5.5 cannot:

Three forces converged over the six weeks that produced this reversal:
- The UK AI Security Institute (AISI) universal-jailbreak disclosure. AISI demonstrated that GPT-5.5 base could be made to produce dual-use cyber content reliably via a single adversarial prompt.
